Implementasi Kebijakan Dalam Program Pemuda Pelopor di Dinas Pariwisata, Kepemudaan dan Olahraga Kota Serang (tesis)

Youth development in Indonesia haws become the focus of the
central and local governments, which then resulted in the birth of policies that
support the implementation of youth programs. This study discussed the
implementation of policies in the Pioneer Youth Program at the Department of
Tourism, Youth and Sports with policy implementation from Cheema & Rondinelli
(1983) as a theoretical approach. The research method used is a qualitative
method with a case study approach. Based on the research, one of the efforts in
youth development can be done with the existence of a pioneer youth program
policy. The selection of pioneer youths was proposed by Ministry of Youth and
Sports of the Republic of Indonesia for every city and district, including Serang
City. In the selection of pioneer youths in Serang City, the coordination between
the Ministry of Youth and Sports of the Republic of Indonesia and Pioneer Youth
Program at the Department of Tourism, Youth and Sports of Serang City
regarding the targets for pioneer youth participants is still not in sync. Then in
terms of budget, youth pioneering development, there is no budget regarding
youth pioneering development yet. In addition, there is also no follow-up in terms
of youth development for the pioneer youth participants in Serang City. Based on
this, the selection of pioneer youths must pay attention to various things, which
are (1) Environmental Conditions, (2) Inter-Organizational Relations (3)
Resources and (4) Organizational Character and Abilities.
